The Fiscal Multiplier in Crisis: Revisiting Austerity's Legacy in Post-2008 Europe

Using a panel dataset of 18 eurozone economies from 2008–2022, this paper re-estimates the Keynesian fiscal multiplier under conditions of monetary policy constraint and finds that austerity measures enacted in peripheral economies consistently underestimated output losses—with lasting distributional consequences that standard models failed to anticipate.
